Why We do what We do
The formulation of PASAE Uganda Strategic Plan 2025-2030 is guided by the global and national development contexts:
In 2015 the 2030 Agenda for Sustainable Development was launched with 17 Sustainable Development Goals (SDGs) that replaced the Millennium Development Goals (MDGs). The formulation of PASAE Uganda Strategic plan is cognizant of the desire to contribute to achievement of:
- SDG1 – ending poverty by promoting agricultural development programmes that can increase household incomes, exports
- SDG2 – ending hunger, achieving food security and improved nutrition and promote sustainable agriculture;
- SDG4 – ensure inclusive and equitable quality education and promote life-long learning opportunities for all.
- SDG6 – ensure availability and sustainable management of water for all
- SDG11 – making cities and human settlements inclusive, safe resilient and sustainable;
- SDG13 – taking urgent action to combat climate change and its impacts;
- Goal14 – Conserve and sustainably use the oceans, seas and marine resources for sustainable development;
- Goal15 – Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss.
The African Union launched Agenda 2063 that articulates the Africa We Want, whose vison is ‘An integrated, prosperous and peaceful Africa, driven by its own citizens, representing a dynamic force in the international arena’. Agenda 2063 predicts that at least 70% of all high school graduates will go on to have tertiary education with 70% of them graduating in the sciences, technology and innovation programmes.
The African Union has championed the Comprehensive Africa Agricultural Development Programme (CAADP) as an integral part of the New Partnership for Africa’s Development (NEPAD). CAACP is now Africa’s policy framework for agricultural transformation, wealth creation, food security and nutrition, economic growth and prosperity for all. CAADP champions reform in the agricultural sector, setting broad targets: 6% annual growth in agricultural GDP, and an allocation of at least 10% of public expenditures to the agricultural sector. The Sustaining CAADP Momentum Results Framework – CAADP 2015-2025 is an inherent part of the CAADP and Agenda 2063 implementation processes. Uganda is a signatory to the CAACP compacts, and CAES strategic plan is cognizant of playing role in the achievement of the CAACP goals and objectives.
Uganda Vision 2040 and National Development Plan (NDP) recognises that agriculture development and sustainable utilisation of environment and natural resources is a pillar to the achievement of the country’s vision of attaining an upper middle-income country status by 2040. In addition, the Vision 2040 recognises the human capital as an important driver to the attainment of Uganda’s development agenda. Formulation of the PASAE Uganda’s strategic plan is cognisant of the need to produce human capital that will increase Uganda’s competitiveness in the agricultural sector for increased wealth creation, employment and inclusive growth in line with the country’s national agricultural policies and plans.
